Zinsser 123 in red can, when dry put a coat of plasprime or equivalent on it, have done this several times after it was specified by an architect.

That's what we used but with the kingspan & dpc the local authority insisted on its a bit pointless

Hardwall won't bond to vandex as there's no suction, I'd hack off the hardwall, sbr,then when tacky spatter with s&c. Then render & skim as normal
