Hello My plasterer removed blown skim and hardwalled over the whole room ( including previous sound skim). He hasnt skimmed yet. Is this ok to do?

Hello I'm not a plasterer and need some advice. I've got a somebody to come in to skim my walls. Hes taken off the skimming where it is blown. Quite patchy in some areas but majority of the rooms are ok. The rendering is sound. Hes hardwalled over all the walls in one room. Is this ok to do?
