I'm not a plasterer and need some advice. I've got a somebody to come in to skim my walls. Hes taken off the skimming where it is blown. Quite patchy in some areas but majority of the rooms are ok. The rendering is sound. Hes hardwalled over all the walls in one room. Is this ok to do?

Do you mean hardwall or carlite bonding? If its bonding it's ok. Hardwall no.

No he shouldn’t be scratching over plastered walls with hardwall it’s liable to shell off!
