sounds like proyal XXI, same kind of application as mp75 (one coat) and the spanish then go over with a very wet skim product just to fill any holes /marks etc, basically scraped on.

just a thought, If its sand and cement backing maybe it could have been skimmed to early or maybe its got some washing up liquid in it

Not many dedicated undercoats in spain, more one coat style products that could be used as an undercoat maybe/, Proyal XXI or proyal max, and for finish the closest thing you can get is placofinish, in fact its as good if not better than multi.
