After stripping all the wallpaper off I'm now left with painted wall. In some parts this has peeled after reacting to the steamer.
Question I have is, can I plaster straight on now? Or do I need to sand down the peeled areas or even attempt to strip the entire paint off in its entirety...

It's preferable to avoid plasterboarding an entire room (time/cost), moving a large amount of sockets in the process if there is a viable alternative.
