The Green paint is still firmly on the wall, you can wash the brown residue off with a damp sponge and the green paint is still underneath in good nick (not flakey). The skim thats stuck at the top of the wall is where the picture rail would have been so that didnt have the same green coating...

Guys Ive had my house skimmed with multi finish and a few months later, the skim sounded hollow in places and eventually blistered to the point you could pick it off the wall by hand. These are the before and after pictures where clearly the skim hasnt bonded over the green paint. Do i need...
