What Can I do To Get This Ready For Plastering?

I was going to cover it with plaster board but I can only get 9mm and it doesn't cover the gap flush, the board sticks out where it meets the concrete block. Can anyone give me any advice on how I can get this ready for hard wall? Can the top bit be plastered with hard wall where the wood is without any preparation? If not what will I need?
