WBA v PVA on vinyl paint - Question

Hi
I will be attempting a 'back to flat' in my bathroom.
The old Artex is not very deep, but has been recently painted (2010) with vinyl paint.
In this instance, will WBA be the right choice, or should I use PVA?

pva can debond the artex. I reckon it happens because when it re-emulsifies with wet plaster it doesn't bond well.

that aside neat or strong pva can work but there's a risk it might sheet off
