Should i pay the agreed amount?

Hi all. I've had a plaster in for a full skim price agreed. The plasterer has tried to skim the ceiling but it will not stay up. I'm new to this should I pay for the full job as technically he did plaster the ceiling but then had to remove it. Thanks for any advice

What won't stay up? His scim, distemper, the paint, the artex or whatever is underneath the paint. He can only stick to whatever is there if that fails. Its not his fault as long as he didn't know the existing was loose or became loose.

Not plasterers fault but he should have helped you with a solution such as overboarding it.
