Plastering Advice and Help Required

Hi all,

I have had some skimming/plastering done by a builder and have the following questions:

1. The ceiling was plasterboarded by the builder but the effect of the skimming is rippled.
The builder has said this is because the old ceiling is not level.

2. The hard walls have been skimmed but when you run your had across the skimmed wall you can feel the skim/plaster is bumpy all over.
The builder says this is because it is a hard wall and the wall is not level when you put a spirit level on it.

I would just like to get some impartial plastering advice on this situation.
