chalky walls????

Hi guys.
Im new to this site and about to try and skim a small wall.
My trouble is the guy before looks like he plastered the wall with normal diy filler?
Scrapped the whole wall but what would be best to clean of the chalkyness? sugarsoap or stabiliser?
