Best product to fill chases.

I have recently had my house re-wired and I am now looking to start filling the chases. Some of the walls are free from wall paper and others have wall paper each side of the chase.
I have previously used hard wall but found that this is quite difficult to get flat enough to paper over.
Some of the chases are quite small but others are quite a bit wider where the brick has fallen away.

I have tried to attach photos, and advice would be great.

Hardwall or bonding is best.
Use the back of the trowel against each edge of the existing plaster to flatten properly and then give it a quick trowel when it's almost set.

Will it need a couple of coates to fill it out as in the past when I used hard wall it started to fall out due to the weight of it.

Also should this be good to wall paper over it will it need a light bit of finishing plaster over the top to smooth it out?

No if you mix it up thick enough and damp the back ground you should be fine.
Overfill slightly then use the back of the trowel and it should finish flush.
If it's shrank a lot then yea just a bit of finishing plaster or more Hardwall and smooth in.
