    Post some photos, is it all over or in specific areas, are there salts showing? The solid sand/cement you described may be too solid and trapping moisture.

    Lime Plastering

    Lime wont stick to emulsion paint, prime with acrylic primer/grit You can get a decent finish, usualy two coats, dry overnight between. Sponge top coat and trowel up.

    Thats what i was thinking, I have a plotter here and can help out if needed, that kind of vinyl is cheap enough and you could cut out a load at a time on a big roll, but weeding it all, transfer tape etc takes the time.. multiple colours can be a pain too.
