    Lime wont stick to emulsion paint, prime with acrylic primer/grit You can get a decent finish, usualy two coats, dry overnight between. Sponge top coat and trowel up.

    Thats what i was thinking, I have a plotter here and can help out if needed, that kind of vinyl is cheap enough and you could cut out a load at a time on a big roll, but weeding it all, transfer tape etc takes the time.. multiple colours can be a pain too.

    Removing existing problem plaster before dabbing the boards is something else I think should be said. As TonyM said, airflow will normally cure condensation. if there have been windows replaced without trickle vents or chimneys bricked up without ventilation then this is normally the result.
