top coat over painted render

went to look at a job 2day,bricky`s rendered a gable end and made a right mess of it!can a top coat be used(1.5 grit)over the painted render to tidy it up?
 
depending on the paint bobby you could have adhesion issues but I guess it would be a slim risk. do you know what paint it is?
 
I had a job like this and parex were backing off a little cos the exterior paint was an issue but they never said it wouldnt work they just said its possible and it would be my choice. there is a product called parinter now that is for painted surfaces
 
where`s the best place to buy top coat?spoke to mitch at direct building products 2day,he say`s the top coat is no good for painted surfaces,but then he`s a salesman.
 
if you have un-painted areas just prime and texture for painted areas like i said there could be an issue with adhesion and ,ayb e you should be careful, if you do go over the paint maybe use a silicone texture it will prob stick better
