tiling over a sand cement floor screed

when tiling onto a sand/cement screed, the surface has to be dry at least, preferably all the screed ( which will be about 50mm ) if the screed is not dry and you fix your tiles , they will lift due to movement as the shrinkage takes place in the screed,,, if the top is dry, you can if needed use a single part flexible adhesive to fix the tiles, but do not grout until the whole screed is dry, if grouted the screed wont thoroughly dry out..ie. you grouted over the escape route for the drying out....
