thin top coat blistering

hi, i have blistering on my render, which i suspect is the thin coat on top of render. the render sounds solid but i can pop the blisters with my finger. my question is, could i scrape off the blisters and anymore thats flaky and prime it and re apply a new 1.5mm thin top coat.

scabble paint off very least. then if its all sound then base and mesh coat.

renderer, ive not repaired this before or used the thin coat. i wasnt sure if it could be repaired and go over it all again with a new thin coat.

This is why Monocouche is better option imo
