we give the base coat 2 coats of primer leaving a week between coats to cure. then leave the second coat another week to cure, then the acrylic finishes off well.Think he means a primer on what ever basecoat he's used,in which case I'd always go for a primer.

if the primer is left to cure it kills any suction from the base coat
