Survey Report - Damp

We're currently at the last stages of buying our first home and have had penetrating damp flagged up on the survey report. The house has finlock concrete gutters which I believe are a common problem for damp, however the owner insists the marks on the ceiling are not caused by damp but simply wallpaper paste and not very good decorating where the ceiling curves to meet the wall. The estate agent arranged for a damp proof specialist to have a look who has also put in writing that the marks are paste not damp but I have since learnt they have no liability as the report was arranged by the agent. Looking at this photo, would you say it is feasible that this is wallpaper paste and bad papering and I am concerned about nothing?

Just take it into account what they said and reflect it in the purchase price, you might find sending a roofer out to have a look at it works better than a damp proofing firm.
