Skimming over a cracked painted solid wall.

Hello I'm used to skimming straight onto plasterboard, I've got a slight crack appearing in the middle of the solid painted wall. Do I remove any lose bits and bond over the holes that it would create and then pva the whole wall and skim straight over it all? Or would I put joint tape over the cracks then skim over them? Or can you even skim over painted walls. Any help would be much appreciated thanks.
 
If the crack is solid I would paste external plastic mesh over it ,then skim as normal, you can go to raking it and filling it,eml and screws etc ,but normallyits a step too far, just tape and skim
