Skimming a painted ceiling

Hi All,
i have a plastered ceiling that has been painted with immulsion, but the plastering is not that great, can i just re plaster over the over?

Yes you can mate pva skim or use wicks bond it as a glue first before skimming.

I just make my own now out of sandtex and green dye works a treat.

And use a foam roller for pva
