Sanding plaster

Hello people I need advice had double glazing fitted few months back and where the fitter put in the new window in one of the rooms he had to plaster around where the old wood frame was. He done a terrible job and is refusing to corrrct it. Any idea how I can fix it I thought filler and sanding? I've added pictures

. Add filler to the low spots and sand the high spots then paint
