Why does it say on the back of the jerry can to wet down the surface before applying the salt neutraliser?

Maybe it's a gradient thing, whereby low salt content water (tap water) applied to a wall perhaps help to draw salt out of the wall due to there being an osmotic gradient.

Hypertonic in the wall migrating to hypotonic (water applied to the surface of the wall).

Interesting...I forgot to water down the wall today...very low salt content and I'm putting renovating plaster on top but wondered why it's necessary. Hope my job is not doomed.
