Salt in plaster

Hi, I've recently bought a property which was suffering from bubbling paint from salt, similar to this image. I have stripped the paint and now need to prevent it from occuring. A friend suggested a primer from Zinsser in order to seal the plaster. Does anyone have any expert advice for this?
