Ripples / waves over old plaster

Hi. I have had some plastering done as part of an extension, this involved skimming old walls as a whole.

After painting ripples / waves have become visible. It only seems to be an issue for the walls where they have skimmed over existing walls (i.e. not plasterboard over existing walls). It is more extensive than that pictured but really limited to one wall.

Any recommendations on the best resolution? Sanding or reskimming?

You do realise that most rough domestic plastering is done by 'plasterers' that have probably never been near a site, and wouldn't be good enough for site work?
