Render scratch coat not drying after two weeks

An amateur looking for help…….

I followed a video and did a render scratch coat and it is not drying on one side, due to damp in the bricks render went on to.

It has been two weeks with no rain, so wondering what to do next?
1. Take my chances with the next render coat
2. Use another coat of sbr/water and add another scratch coat
3. Something else?

for reference the damp is because of rain getting into brick from outside, which I have fixed but think it was getting in for a good while
