Painted rough cast/wet dash how to recover??

Hello all
I have a house to price that has been rough casted and painted maybe 5 times
Everything is solid including the paint.
I would normally stipple with sbr then render with sand and cement.
But any better products you could recommend to do the job?
The final coat has to be silicone 1.5 mm

Hack it off , unless you want the risk , I never go over paint
It's a 9 inch wall with 20 mm of hard render with rough cast finish.
Basically a bunker it's bullitt proof mate
Would cause more damage trying to take it off
 
The BS standard is no more then 28mm , you going over the original will be far more then that , as said your job your risk
 
Parex spec a maximum of 8 mm so you could bring out mesh in between then fixings at 450 centres when cured then top with 5mm and acrylic.

Tell client if that don't want to hack off that you'll guarantee your work but not substrate ( i.e render)

Thanks Mate that should do the job will go with that.
Is there a good place to but pared materials from in the UK or do you go direct?
Or am I breaking rules by asking were to buy from???
