Multi finish on concrete

Plastering walls tomorrow in a kitchen... block council house. Walls seem to have a been concreted over.
Been plastering 4 years but have never seen Walls finished this way.
I'm assuming it's pure concrete as it seems very grey like in colour.

Pva and skim? Or shall I give it a tight coat of bonding first to be sure...
Or, what about mix 75% multi with 25% bonding coat for my first coat....
Then obviiously just multi for finish coat

Someone has bought it....took wallpaper off. That's what was underneatth. I'm just trying to avoid bonding the whole back section of the kitchen if I don't need to.
 
the house may be built from no fines. a poured concrete structure. just pva and skim if walls are flat enough. or dot and dab then skim.
 
yeh it's not Great but I'll post the after photo on this thread once I'm done.

What would you do? Pva skim or bond and skim

probably bonding agent and skim or if the walls are that bad.. bonding agent then a tight coat of bonding then skim :D But the money on the job needs to reflect that :D If its a cheapo scabby job it would get WBA and skim
 
So....pva and skim was fine. Actually hung around for ages. I'll have a look at it tomorrow but all seems fine
