The plaster has come off the ceiling now - should the TILE BOARD come down And be replaced with moisture rest instant plaster board or is it possible to skim over it again this time using more PVA.

Who on earth have you let loose on that? Looks like that's worth a pretty penny

Plaster products are not for outside, period. Without trying to be personally offensive, you clearly do not have the knowledge or understanding to be able to sort this out. Get in a real professional, and accept their advice, and that it is going to cost you.
You may well be the builder and have got in over your head on this bit, and are looking at a loss. Accept it, and that this is part of a learning curve. Trying to cheapen this or argue the options will cost you more in the end.
Would I take this on or know the answers? - No, I have a pretty good idea but would be a chancer to try it, my learning curve says get in the pro.

Is this definitely outside? I was thinking it is inside with big glass panels?

I was thinking the same but, I think it's a big over hang \ veranda \ porch just on the basis you wouldn't have boards going straight up to glass but, then again given some of the stuff that's being asked i would not be surprised.

It truly is getting harder to second guess some of the recent stuff. At least @ChrispyUK 's 'Porn or Labour' was 50:50.

I could be wrong but mighty clean glass and no corner join if it is inside. You can see the rain on the rooflights on closeup. Why would someone put up cement board otherwise? - OK, forget that question, I think Carl's original comment covers it!
