K Rendered borders in garden

Hi. Looking for some advice please. Had some garden border walls rendered as part of the garden being redone. These were done on Saturday morning (56 hours ago) in light rain which turned into very heavy rain later that day. The fella who did it told me he had finished. A number of concerns. It is meant to be white but different colours in places. The render crumbles when I rub it, and it doesn't seem to just be a 'top' layer. There are marks where it has been spread on - don't have this on other rendered walls so not sure why here. Doesn't look / feel like it is going to last 5 minutes. Is this normal / recoverable, or does it all need to come off and be redone?

Was he copying the pattern in the waney edge fencing behind it?
If it is sound it can be gone over but that would be a judgement call upon inspection and depends on the finish heights if it is relevant to anything or your willing for it to get higher and wider

Thanks all! You confirmed what I thought. I got another fella in to have a look (highly recommend by a builder friend) and he confirmed to the builders doing the garden that it is a s**t show. They have accepted that and it is going to be redone (and by the recommended person)
