It is. But it's a great money spinner.
Most 'rising damp' is caused by bridged cavities or sub-floor shite piled up over the DPC. DPC failure is pretty rare.

Ha ha ! I just figure it out- the water is under the dpc . Do not show it to rising damp specialist- it will recommend rebuilding the whole house from scratch
