insulation problem

my daughter bought a house which the down stairs external walls are 4""
outer walls 3"cavity and 9"inner walls and the cavities have been insulated but now we found the damp patches on parts of one wall which gets all the worst of the weather obviously to me the rain is penetrating the exterior render which is tyrolean finish and probably 60 yrs old and tracking across the insulation to me it should be taken out but we have no record who insulated it for them to take it out.the internal walls are of sand and cement render and skimmed so if we get the old paint off etc is it advisable to tank over and could we use sbr with cement or any advisable tanking thanks
 
Should solve the cause of the problem for the penetration then wait till fully dries internally then you can redo the internally whichever way you prefer.
