House in France - What is Going On ?

Hello...bought a house in France...built in 1972.

Am a little puzzled as to how the internal walls have been plastered.

Where the wall is damaged, on first appearance it looked like very thick wallpaper but I see now its some sort of mesh...seems to peel off easily..and then under that just looks like plaster ??.......attached three photos.

Forgot to say...it does look like scrim but the walls are block and the whole wall is covered in this stuff ??

And once you can explain what is going on...best way to repair ?

Looks shoddy bad prep maybe ya gonna have to take that bit off anyway so cut out so we can see what's going on behind
 
Also pretty sure we didn't have render mesh in 1972 or white scrim so maybe done after looks like probably movement on a joint in structure would have to knock off to show what behind.

I first used render mesh in London in the early 90s, it was in use on the continent years before.
