Heavy efflorescence on coving - can it be repaired ?

Hi all, our house has had some leaks in the past and has ended up getting heavy bubbles or efflorescence on the coving. The bay end of the ceiling has dropped slightly too.

Looking for advice on how to fix it rather than lose the coving and hacking it all out

The coving is in bad condition as well. The whole ceiling area needs to be replaced, after the roof has been repaired,

Not that bad mate if it's the whole ceiling will only be around 4K to rip down re board, new cornice and painting.
