If its an over lay does that mean you have gone straight over the crazy paving? do you put mesh on it first?

There are 3 types of sealer matt, lustre and gloss, it's the customers choice. All the pictures are of lustre seal but it has not dried. When matt is applied you wouldn't think that there was sealer on it.

We have gone over the crazy paving and we put down a base coat and set the mesh in the screed rather than below it.
