finishing to renders

Have had questions asked as to the possibility of skimming over a Tyrolean and pebble dash walls, with plaster. They are now internal walls. The render is sound just not whats wanted in a porch. Is it a case of knock off the high spots and loose pebbles, apply bonding /Pva, and apply two coats?
All advice would be greatfully recieved from the 'gurus' on the forum :RpS_biggrin:

Can the walls be lined with plasterboard an skimmed?
 
not seen it yet going out on Weds to have a look, depending on how much needs doing i'll get the owner to knock it all off if needs be. ideal solution would be board and skimm.
 
I'd just give it a brush to get rid of any lose chip pings then skim it, no need for pva there's no suction with old limey sand cement and keep you're mixes nice and wet it goes further
