Dri coat is a cement based backing plaster usualy used after damp treatment, or when plastering external walls and there might be risk of damp getting in. Its similar to limelite.
Unfortunatley you cant skim same day as its cement based it needs time to cure I have skimmed it next day but you get better results if its left a bit longer say 2-3 days. As for paint i think you can just use any normal paint not sure on the technical details.
