Covering over gloss.

I'm planning on plastering a family members small porch. The problem is it's been painted with very shiny gloss paint. I'd normally give it a rough sanding and then PVA but the bricks are rippled effect and the sanding is not making a dent. I can’t get out so need some advise if anyone can.

have you tried thistle bond-it?should do the trick
