Chasing in?

When chasing in electrical wire for light sockets etc. do you always need to encase the wires with conduit before skimming over or can you just plaster straight over the wires?

I spoke to an electrician recently and he said you should always cover electric cable with trunking before plastering, I asked this question because this guy i was working for (A PROPERTY DEVELOPER) told me the regs have changed and you dont need trunking. Needless to say he was cutting corners and wasnt worried about doing a job properly, so i would say yes put trunking on.
 
Most of the time we do raggles there's no trunking. I've seen the metal and plastic types but both are paper thin and if you're hammering or screwing into a wall they are going to pierce them anyway. What about board? never seen any protection behind it!
 
The trunking or sheathing is to stop the plaster rotting the cable away, unless the cable as been altered I would always cover it.
