Cement/sand walls

Hey there.
New to a lot of this. Slowly getting a house done up (built in 1950’s) the room I’ve just stripped has blue coloured sand/cement walls. New electric back boxes will be going in and cable chased next week. As for getting walls prepped for painting is it a case of primer and then 2 coats of multi-finish or will i need to bind coat the whole room first?

Personally I’d use blue grit, had so many problems in terms of the plaster not bonding while using PVA.

My way of tackling it would be to seal the walls with a 3-1 sbr, once dry apply a 1-1 pva and skim whilst tacky.. Had 2 failures with grit and was shocked at how easy i scraped the whole ceiling off.
