That's what I was thinking. I would advise any youngsters currently unemployed to do something similar.
apply to get cscs through dole(free)
then offer to work on site or with a tradesman for free. That way they would get the experience while still claiming dole money (and maybe a little cash)
problem is though, too many of them can't be arsed to get out of their bed in the morning

I get through labourers like I do sliced bread can't be bothered with them anymore, just get the cheapest and **** them off when their worn out.
