I had this on stairwell walls a few months back. I Pva'd it first to see would it lift or bubble. In the end I gritted it and Skimmed it the next day and I had 2 little blisters on about 50m2.

Yeah, picture is on lath wall, but rest of the stairwell ,hall way solid walls.
Have thistle bondit and skimmed b4, but they dug into it too much, so think will bubble up when skimmed...
Let them get on with it with sander, at least no come back then...
