Any advice please?

Hi all. This is a council property. We had a lot of water damage. Originally, the council said they’d take the plaster off and put new plaster on and wallpaper. A lot of mention of ‘tie in’.
Apparently the plan has changed. They may remove the wallpaper and skim it. I’d like to make sure it’s not a money saving exercise. From what you see here, (I know it’s limited, but I daren’t remove the wallpaper myself) what do you think?

That’s what I thought the plan was. Do you think I’ve misunderstood? I thought they have now said they could chip back a bit and skim? is that even possible, and if they did do that, how long would that be lasting? Thanks for your advice.
