try a Tyzack Premier plastering trowel

if you dont pva it will suck in and set quick how fast are you on your trowel my advice pva

scrape the high spots down pva the ceiling use bonding to form your curve then re-skim ceiling

if your getting stripes means your trowel is not broken in 0r to much pva in one area

go to your local builders and ask for a bag of easy fill
