    What won't stay up? His scim, distemper, the paint, the artex or whatever is underneath the paint. He can only stick to whatever is there if that fails. Its not his fault as long as he didn't know the existing was loose or became loose.

    It looks like the base coat is sand and cement, you can see the devil float scratches. Cant make out what the top coat is. Looks like the base coat has cracked on the external , if it has blown take it off and start again with whatever you decide you want. As long as it is for outside.

    It depends how he has fixed the Kingspan and what he has fixed it to. I would either get him to take responsibility for the plasterboard coming away or get him to take the Kingspan off and you do it all. If he takes responsibility you need it in writing
