If it’s hollow sbr will do nothing for it ,hollow plaster will only end up in one place and that’s on the ground it’s got to come off and be replaced it’s not what you want to hear or the plasterer wants to do but it’s the only way to rectify the problem
Being good at skimming won’t necessarily mean your good at taping and joining there’s a bit more to it than just filling up the joints and making good the holes ,that’s a bit like saying skimming is just putting on two coats ,doing tape and joint is like skimming it takes time to learn how to do...
Ceiling joists are off , block work is off , the plasterer will fix it at times we need to be a miracle worker pity he didn’t notice it before it was skimmed

If the plasterer only skimmed the ceilings and did nothing to the walls as you stated this has nothing at all to do with him ,a bit of residue as you say on the wall from skimming the ceilings again has nothing to do with theses cracks ,I’ve seen this happen before where the walls were re done...
