Should hardwall be dry before skim?

I've patched up some areas yesterday with thisle hardwall which has now set although it's not fully dry.

Does it have to be fully dry before skimming?

No, it doesn't have to be fully dry.

Totally dry hardwall will suck like crazy when you skim over it, so you need to be careful to control suction when you skim it.

Opinions (and conditions) vary, but it's not uncommon to apply hardwall and skim on the same day.
