Damp or Poor circulation

Hi all
Last May we bought our first property. It is a older property pre 1900. Over the summer these marks under the stairs appeared. This is a granite wall which was the external wall before a double story flat roof extension was built behind it to the left is the adjoining wall to the neighbours house. I have found that there is an old hole which pipe work used to go through behind the skirting board which hasn’t been filled etc. We have the heating on low and have all windows on the latch and do our best to circulate the air. From the picture below do you think we need to tank the walls? Or is it a circulation problem? Or is it that it hasn’t been plastered in like like it would of been originally?
Any help would be greatly appreciated and I am sorry if I have written my post incorrectly.

Could be a few things. Do you usually have things against those walls? Is it an open area or do you have a door? You could try cutting a hole in the wall and door (if you have one) and put a vent cover over it to help with air circulation. Or it could potentially be caused by no DPC.

We have no door under the stairs (open area) and we have never kept anything against it. Would you recommend putting a vent between this wall and the kitchen? The walls are very thick in the original part of the house.
