Artex spotting?

Is it normal to have these spots a week after skimming over artex? How long you reckon till it dries fully? Also some spots are slightly orange in colour.

Scraped it, pva then skimmed.

Cant really tell which is before and after!

For a proper job now, realistically, I'd Zinsser the whole lid mate.

Cover stain (probably most suited)

Or

Bullseye 1-2-3 will do It

Or

B-I-N
