Don’t pva the block work just give a dampen down or mist of water Don’t let the hardwall dry overnight no amount of pva will kill the suction long enough for you to skim it as a beginner I think your gunna struggle get a professional in

There could of been old dry wallpaper paste grime dirt you may have missed these bits with the pva could be anything looks like your coats are too thin
